"Unless they had a boat, there was no way to get out," Addabbo said, noting that there is only one road Ð 104th Street Ð that could be used to get in and out of the area, located southeast of Howard Beach by Jamaica Bay.
Michael Ferrari, a Davenport Court resident off of 104th Street, said he and neighbors over the weekend dug a 2 1/2-foot trench where his block meets Hawtree Creek. "Otherwise there'd be 24 inches of waste in the street," he said.
Hawtree Creek runs into Jamaica Bay.
"We understand that we live in a flood zone," Ferrari said. "But what we dislike is that our street floods but then it doesn't reside."
He said a duct valve that is supposed to help with flooding has not been maintained properly.
"It hasn't been addressed in years," he said. "The city doesn't do a thing about it. You get to a point where it's out of hand."

Hamilton Beach was dealt a crippling blow over the weekend when a nor'easter confined residents to their homes and left basements flooded and knee-high water in the streets in its aftermath.
