Capital News 9: Spitzer Suggests Keeping Racing, VLT Operators Separate...

Behind closed doors in Albany, Governor Spitzer informed the groups competing for the state's lucrative racing franchise that he is interested in picking separate operators for the video lottery terminals and racing.

A spokesman for the Governor said he held the meeting to share his views. Some close to the talks say one idea is to let NYRA run the race tracks at Belmont, Aqueduct, and Saratoga and then have new leadership run the video lottery terminals.

Saratoga Mayor Val Keehn has some concerns with the idea.

"What would be the management scheme? How would the two entities communicate? How would the capital money be distributed to the race tracks to make the improvements and changes in the racetrack? How would the communities be involved?" Mayor Keehn asked.

The New York Racing Association, Empire Racing, Excelsior Racing Associates, and Capital Play are the four groups vying for the franchise rights.
